Candidate Contests

Neutral, source-cited information about the offices and candidates on this ballot.

Federal

U.S. Representative, 41

Fullerton voters whose address is in the 41st Congressional District. The county's 2026 precinct data puts 13 of the city's 99 precincts in this district, in the northern part of the city. The rest of the district's Orange County portion is in La Habra, Brea, Los Alamitos and Seal Beach, and the district also takes in part of Los Angeles County. The Orange County Register describes the district as centered on Downey and as picking up Bell Gardens, Brea, La Habra, La Mirada, Lakewood, Santa Fe Springs and Whittier, and in an earlier article naming Brea, La Habra and Los Alamitos in Orange County. The 41st District is new for this election: California voters approved Proposition 50 on November 4, 2025 and the Secretary of State says the state will use legislatively drawn congressional maps from 2026 through 2030, with a voter whose district changed keeping their current Representative until noon on January 3, 2027. The Orange County Registrar of Voters lists United States Representative, 41st District among the contests qualified for the November 3, 2026 general election, as a contest shared with Los Angeles County. Fullerton is split among congressional districts, so a Fullerton voter sees this contest only if their address is in District 41.

  • Linda Sánchez Democratic Incumbent
  • Mitch Clemmons Republican

U.S. Representative, 45

Fullerton voters whose address is in the 45th Congressional District. The county's 2026 precinct data as compiled in this repository's contest index puts 42 of the city's 99 precincts in this district, covering the central and northern parts of the city. The rest of the district's Orange County portion is in Garden Grove, Buena Park, Westminster, Fountain Valley, Cypress, La Palma, Placentia, Los Alamitos, Santa Ana and Seal Beach, and the district also takes in part of Los Angeles County, where the Los Angeles Times places the cities of Cerritos and Norwalk and the Vo campaign's district page lists Artesia, Cerritos, Hawaiian Gardens, La Palma, Midway City and Lakewood as well. The Los Angeles Times reports that about 78 percent of the district lies within Orange County and names Garden Grove, Westminster, Buena Park, Fountain Valley and Fullerton among its cities. The 45th District is also on the Los Angeles County ballot, and the Orange County Registrar of Voters records the contest as shared with Los Angeles County. The boundaries changed for this election: California voters approved Proposition 50 on November 4, 2025, the Secretary of State says the state will use legislatively drawn congressional maps from 2026 through 2030, and a voter whose congressional district changed keeps their current Representative until noon on January 3, 2027 while the 2026 ballot lists candidates for the new district. Fullerton is split among congressional districts, so a Fullerton voter sees this contest only if their address is in District 45.

  • Derek Tran Democratic Incumbent
  • Chuong V. Vo Republican

U.S. Representative, 46

Fullerton voters whose address is in the 46th Congressional District. The county's 2026 precinct data as compiled in this repository's contest index puts 44 of the city's 99 precincts in this district, covering the southern part of the city; the rest of the district is in Anaheim, Santa Ana, Orange, Stanton and Placentia. The Orange County Register describes the district as covering parts of Anaheim, Fullerton and Santa Ana, the Pan campaign's site lists Anaheim, Fullerton, Orange, Placentia, Santa Ana and Stanton as its cities, and the Correa campaign's site names Anaheim, Santa Ana, Orange and Garden Grove. The whole district is inside Orange County: the Secretary of State's certified Statement of Vote covering the June 2, 2026 primary reports that every vote counted in the district came from Orange County, and the Registrar of Voters records the contest as shared with no other county. The boundaries changed for this election: California voters approved Proposition 50 in November 2025, the Secretary of State says the state will use legislatively drawn congressional maps from 2026 through 2030, and a voter whose congressional district changed keeps their current Representative until noon on January 3, 2027 while the 2026 ballot lists candidates for the new district. Fullerton is split among congressional districts, so a Fullerton voter sees this contest only if their address is in District 46.

Member of the State Assembly, 59

Fullerton voters whose address is in the 59th Assembly District. The district covers portions of Orange and San Bernardino counties. The Orange County Registrar of Voters records the contest as shared with San Bernardino County. The Assembly office for the district says it includes all or parts of Anaheim Hills, Brea, Chino, Chino Hills, Fullerton, North Tustin, Orange, Placentia, Villa Park and Yorba Linda. The Orange County Register's voter guide names Brea, Placentia, Villa Park, Yorba Linda, Anaheim Hills and Chino Hills, and the Register's July 2026 legislative roundup names Anaheim Hills, Brea, Placentia, Villa Park and Yorba Linda. LAist's guide names Yorba Linda, Anaheim Hills and Chino Hills. The contest is on the Orange County ballot for voters in the county and on the San Bernardino County ballot for voters there. Fullerton is split between Assembly districts, so a Fullerton voter sees this contest only if their address is in District 59. This file records the city lists from the sources named here and does not record which Fullerton precincts fall inside the district.

Voice of OC describes the district as stretching from Cerritos to Disneyland and including parts of Fullerton. The contest is on the Orange County ballot for voters in the county and on the Los Angeles County ballot for voters there: the Orange County Registrar of Voters lists the 67th Assembly District among the contests qualified for the November 3, 2026 general election. Fullerton is split between Assembly districts, so a Fullerton voter sees this contest only if their address is in District 67. This file records the city lists from the sources named here and does not record which Fullerton precincts fall inside the district.

  • Mark Pulido Democratic
  • Paulo Morales Republican

State Senator, 34

Fullerton voters who live in the 34th Senate District. The district covers much of north Orange County and a piece of Los Angeles County: LAist's guide says it includes nearly all of Santa Ana and about half of Anaheim and Fullerton, and the Orange County Register reported in December 2024 that it centers on Anaheim and takes in Buena Park, Fullerton, La Habra and Santa Ana. The part of Fullerton that is not in this district is in the 37th Senate District, which has no Senate election on the November 3, 2026 ballot because only the even numbered Senate districts are up this year. The 34th District seat is open: the sitting senator, Tom Umberg, is termed out and his term runs through December 4, 2026.

Judicial

Associate Justice, Court of Appeal, Fourth Appellate District, Division One

All Fullerton voters. Every voter in Orange County sees the Fourth Appellate District, Division One retention questions, because retention questions for a Court of Appeal seat are decided by the voters of the whole appellate district and the Orange County Registrar of Voters lists the judicial contest on the county ballot as Associate Justice, Court of Appeal, 4th Appellate District, Division 1-3. These are seven separate yes or no questions, one for each name printed, not a contest between candidates, and a voter marks yes or no on each question separately. Division One is one of the three divisions of the Fourth Appellate District and sits in San Diego. The district's own history page says Division One handled the court matters originating in Imperial and San Diego counties and that appeals from Orange County went to Division Three in Santa Ana once that division was formed in 1982, so a Fullerton voter decides questions about a division that would not hear that voter's own county appeal. The two official lists print the seven questions in different orders. The certified list of candidates and the Secretary of State's voter guide page for the Fourth District print Bermudez, Castillo, Do, Rodriguez, Rubin, Dato, Kelety, which is the order used in this file and in the contest index, and the Secretary of State's list of judicial candidates with headings and ballot questions prints Kelety, Castillo, Do, Dato, Bermudez, Rodriguez, Rubin. No street address was used for this file.

Associate Justice, Court of Appeal, Fourth Appellate District, Division Two

All Fullerton voters. Every voter in Orange County sees the Fourth Appellate District, Division Two retention questions because retention questions are decided by the voters of the whole appellate district, and the Orange County Registrar of Voters lists the judicial contest on the county ballot as Associate Justice, Court of Appeal, 4th Appellate District, Division 1-3. These are two separate yes or no questions, one for each justice named, not a contest between candidates. A voter marks yes or no on each question separately. Division Two sits in Riverside and hears appeals from the superior courts of Riverside, San Bernardino and Inyo counties; appeals from Orange County go to Division Three in Santa Ana, so a Fullerton voter decides questions about a division that would not hear that voter's own county appeal. The certified list of candidates and the Secretary of State's separate list of judicial candidates with headings and ballot questions both name the two justices in the order Lee, then Raphael, and this file uses that order. No street address was used for this file.

  • Corey G. Lee Incumbent
  • Michael J. Raphael Incumbent

Presiding Justice and Associate Justice, Court of Appeal, Fourth Appellate District, Division Three

All Fullerton voters. Every voter in Orange County sees the Fourth Appellate District, Division Three retention questions because Division Three hears appeals from Orange County, and the Orange County Registrar of Voters lists the judicial contest on the county ballot as Associate Justice, Court of Appeal, 4th Appellate District, Division 1-3. These are six separate yes or no questions, one for each justice named, not a contest between candidates. A voter marks yes or no on each question separately. The certified list of candidates prints the Division Three names in the order Motoike, Scott, Macaulay, Gooding, Delaney and Servino, and this file uses that order; the Secretary of State's list of judicial candidates with headings and ballot questions prints the same six questions in the order Motoike, Delaney, Scott, Servino, Gooding and Macaulay. No street address was used for this file.

Associate Justice of the Supreme Court

All Fullerton voters, and all voters in the other 57 California counties. A Supreme Court justice holds a statewide office, so both retention questions appear on every ballot in the state, and the Registrar of Voters lists the judicial contests on the Orange County ballot as Supreme Court Associate Justice and Associate Justice, Court of Appeal, 4th Appellate District, Division 1-3. These are two separate questions, one for each name printed, and not a contest between candidates: a voter marks yes or no on each question separately, and neither name can have an opponent. The two official lists print the two questions in different orders. The certified list of candidates, dated August 27, 2026, prints Kelli M. Evans first and Joshua Groban second, which is the order used in this file and in the contest index, and the Secretary of State's list of judicial candidates with headings and ballot questions, dated August 24, 2026, prints Joshua Groban first and Kelli M. Evans second. Southern California Appellate News and UNITE HERE Local 11 also print Groban before Evans. No street address was used for this file.
